- Consent-first referral: No case, identity, or narrative leaves your organization without survivor consent.
- Privacy-preserved: Use stable co-op resource IDs. No HMIS/private case payloads in the mesh.
- Dual-lane: Every doorway carries both exploitation/trafficking AND consensual-sex-work harm-reduction paths.
- Child-first: NCMEC CyberTipline / child-protection precede all other routing for minors.
- Fail-closed: A record that cannot prove current state is shown as unknown, never as available.
